Combine cookie crumbs and melted butter and press into the bottom of a 13x9 inch pan, place in the refrigerator while you make the filling.
Boil the orange juice and combine it with the jello and mix until dissolved.
In a separate bowl combine milk and vanilla pudding and mix well.
Combine the jello and pudding mixtures and whisk together until well mixed. Set aside.
With an electric mixer combine cream cheese and powdered sugar.
Remove crust from freezer and spread the cream cheese mixture in an even layer. Then spread the jello mixture in an even layer across the top. Finally spread your cool whip across the top.
Cover and refrigerate for at least 5 hours.
Garnish with mandarin oranges before serving.
