Preheat oven to 375
Grease a 9x13 baking pan (or spray with cooking spray)
With an electric mixer beat together butter, brown sugar,
and white sugar until light and fluffy.
Add in the egg, vanilla, and milk and continue to mix until
well incorporated.
In a separate bowl combine flour, cocoa, baking powder and
salt. Stir with a whisk until well blended and fluffy.
Gradually add the dry ingredients into the butter mixture
mixing well after each addition.
If chocolate chips are desired fold them into the dough.
Press the mixture into your prepared pan until it is nice and even.
Bake for 12-15 minutes or until dough appears set. Don’t
overbake or cookies will be dry, they will continue to set as they cool. Baking times may vary depending on if your pan is metal or glass.
Allow cookies to cool completely before frosting.
To make the frosting.
Whip butter with an electric mixer until light and fluffy.
Add in vanilla, salt, and cream. Continue to mix until well incorporated.
Add in powdered sugar gradually mixing after each addition
until all the powdered sugar has been incorporated and the mixture is nice and
fluffy.
Add in a few drops of orange food coloring and mix. Add
additional food coloring until desired color is achieved.
Spread frosting evenly across cooled cookie bars, sprinkle
with sprinkles.
Cut into 24 squares and serve.
Store leftovers in an airtight container.
